Notice is hereby given that the City of Rawlins, (hereinafter called Owner) will receive sealed Bids for the Rawlins Landfill Closure – Phase I – Earthwork, Rawlins, Wyoming, in accordance with the Bidding Documents. Bids will be received by the City Clerk on the Owners behalf until 4:00 P.M. Local Time, Tuesday, May 24th, 2016 at the Rawlins City Hall, 521 West Cedar, PO Box 953, Rawlins, Wyoming. Bids will be publicly opened and read aloud. The WORK to be performed under this Earthwork Contract includes, but it not limited to, constructing the final cover to the lines and grades shown in the DRAWINGS and completing additional ancillary work as described in the DRAWINGS and in the SPECIFICATIONS. The WORK will consist of Excavation and/or placement of soil, concrete debris, and crushed glass as fill to the top of waste and subgrade contours shown in the DRAWINGS; Subgrade preparation and finish grading of cell subgrades to allow for the placement of geomembrane liner by the GEOSYNTHETICS INSTALLER; Excavation for the stormwater pond to subgrade, along with subgrade preparation to allow geomembrane liner installation by the GEOSYNTHETICS INSTALLER; Excavation and backfill of the geomembrane liner anchor trenches to allow geomembrane liner installation by the GEOSYNTHETICS INSTALLER; Placement of the protective soil cover over top of the retention pond geomembrane; Placement of the vegetation support layer over top of the geotextile in the final cover; Constructing surface water diversion berms and channels as shown in the DRAWINGS; Permanent and temporary re-vegetation of drainage channels; Final re-vegetation of the final cover in accordance with the DRAWINGS and SPECIFICATIONS; Installation of passive landfill gas vents as shown in the DRAWINGS; Abandonment of an existing monitoring well; and Preparation of project schedules, progress reports, and submittals. The Owner may reject any and all Bids and reserves the right to waive minor irregularities in any Bid. Each Bid must be accompanied by Bid Security (in the form of a Bid Bond) payable to the Owner for 5% of the total amount of the Bid, to be forfeited to the Owner as liquidated damages if the Bidder is awarded the Contract and fails to enter into an Agreement with the Owner within thirty (30) days from his notification. All Bids shall remain open for sixty (60) days after the day of the Bid opening. The successful Bidder shall perform the Work and furnish a Performance Bond and a Payment Bond, each in the amount of 100% of the contract price with a corporate surety approved by the Owner. The Contractor shall guarantee all materials and equipment furnished and work performed for a period of one year from the date of final acceptance. The Performance Bond shall remain in full force and in effect through the guarantee period.The Notice to Proceed shall be issued within thirty (30) days of the execution of the Agreement by the Owner. If the Notice to Proceed is not issued within this period, this period may be extended by mutual agreement between the Owner and the Contractor. If the Notice to Proceed has not been issued within the thirty (30) day period or within any mutually acceptable extension thereof, the Contractor or the Owner may terminate the Agreement on written notice to the other party, and in such case, there shall be no liability under the Agreement or otherwise on the part of either party.Contracts will be awarded to the lowest Bidder who has met the minimum requirements set forth in Article 3, Instructions to Bidders, and who is determined to be responsible in the sole discretion of the governing body.

Resident Wyoming laborers, workmen and mechanics shall be used upon all work in this contract whenever possible.
Pursuant to W.S. 16-6-106, “preference is hereby given to materials, supplies, agricultural products, equipment, machinery and provisions produced, manufactured, supplied or grown in Wyoming, or supplied by a resident of the state, quality being equal to articles offered by competitors outside of the state.” A pre-bid meeting will be held at 1:00 P.M. local time, on Tuesday, May 10th, 2016 at the City Hall, 521 West Cedar, Rawlins, Wyoming.
