QUALIFICATIONS FOR CONSTRUCTION
MANAGER AT RISK FOR THE RAWLNS DOWNTOWN FACADE EASEMENT PROGRAM FOR THE CITY OF
The City of Rawlins, a Wyoming Municipal Corporation, will receive sealed qualifications for furnishing construction management services for this project as a Construction Manager at Risk (CMaR) - (no faxed or emailed proposals) in the City Clerk’s Office, City Hall, P.O. Box 953/521 West Cedar Street, Rawlins, Wyoming 82301, until 3:30pm Mountain Time, on June 28, 2016, at which time they will be publicly opened. No qualifications will be accepted if they are received after 3:30 p.m. on June 28, 2016. All qualification submittal and the fee for services must be submitted in two (2) separate envelopes clearly marked with the project “Rawlins Downtown Façade Easement Program Qualification Submittal” and “Rawlins Downtown Façade Easement Program Fee for CMaR Services” in the lower left hand corners. Failure to provide a separate fee for service envelope will be rejected. All submissions become the property of the City of Rawlins. The City may require up to thirty (30) days after the opening of the bids for acceptance and award of the winning bid.
The City of Rawlins reserves the right to accept any deviations from the specifications and to waive any formalities or technicalities in the bidding in the sole discretion of the City. The City reserves the right to reject all bids or accept any bid, which in its sole and absolute judgment, shall under all circumstances best serve the City’s interests.
The “Request for Qualifications”, “AIA Contract A133-2009 – basis for Negotiation and Execution by both Parties”, Attachment A: Scope of Services”, “Attachment B: Estimated Costs of Project”, are available from the city website http://www.rawlins-wyoming.com and by their reference are hereby incorporated into the qualification request
CMaR must comply with the residency and preference requirements imposed by W.S. 16-6-101 through 16-6-107 in the procurement of subcontractors and material, and must comply with the requirements of W.S. 16-6-203 regarding the use of Wyoming labor. Follow all Federal Labor Laws, including Davis Bacon.
