2. Public Hearing
Procedural: A. Rezone of 1600 E. Daley from R-7.5 to Industrial. Mayor Grauberger opened the public hearing at 7:30 P.M. to take public comments for the application to rezone 1600 E. daley Street from R-7.5 to Industrial. No comments were made. Mayor Grauberger closed the public hearing at 7:31 P.M.

Procedural: A. Public Comment
Council Member Martinez reported on calls he has received requesting the removal of the one way street designation on the east side of South Front and Jackson Streets. Staff will look for possibilities for Urban Systems to review.
Mayor Grauberger commended the Rawlins Fire Department for the Fourth of July Fireworks Display, which were very nice.

Motion: Approve the City Council Regular Meeting Minutes of June 21, 2016, as presented.

City Clerk Marla Brown informed City Council of the SummerFest road closure on Cedar Street between Third and Sixth Streets, Saturday, July 9, 2016, from 7:00 A.M. to 4:00 P.M.

Motion: Approve the July 5, 2016, City Council Agenda as amended adding to New Business, Item G - State Small Business Capital Initiative (SSBCI) Reappointment.

Motion: Approve to re-appoint Todd Canaday, Roger Epp, and Chris Iacovetto to the Rawlins Community Shooting Ranges Advisory Board for a 3-year term ending June 30, 2019.

Action: A. Ordinance - Third and Final Reading Amending Rawlins Municipal Code Title 15 (Danielle Gross)
Motion: Approve on third & final reading of the Ordinance amending City of Rawlins Municipal Code Title 15 as presented and waive the reading of the ordinance.

Action: A. Approve - Rezone of 1600 E. Daley from R-7.5 to Industrial (Danielle Gross)
Motion: Approve the rezone of 1600 E. Daley more specifically located as unplatted parcels in the S1/2 N1/2 NE1/4 N1/2 NW1/4 Section 16, Township 21, Range 87 from R-7.5 to Industrial.

Action: B. Approve - Withdrawal of the Memorandum of Understanding dated February 19, 2008, between City of Rawlins and Carbon County (Amy Bach)
Motion: Approve Resolution 2016-14 of the Board of County Commissioners of Carbon County, Wyoming , and City Council for the City of Rawlins, Wyoming the “Withdrawal of the Memorandum of Understanding Between the City of Rawlins and the County of Carbon, Wyoming dated February 19, 2008.

Discussion: C. Discussion - Dedication of Martinez Park (Mayor Grauberger)
Mayor Grauberger brought before City Council the issue of the piece of land know as Martinez Park. This property has never been dedicated as a city park though the city has taken care of it for a number of years. Mayor Grauberger directed staff to research the procedure for dedication, and the ownership of the small historical building near the property and to bring the information back before the Council. No action was taken.
Discussion: D. Discussion - UPRR Memorandum of Understanding for Washington Street Green Space (Mayor Grauberger)
Mayor Grauberger directed City Attorney Amy Bach to draft a letter to UPRR requesting an agreement to keep the current use of the property on Washington Street south of the underpass that Council Member Espinoza has developed and maintained with some financial help from the city. No action was taken.

Motion: Approve the payroll register for the pay period of June 12, 2016 through June 25, 2016, in the amount of $217,419.59.
