ORDINANCE NO. 08-2016
AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF RAWLINS, CARBON COUNTY, WYOMING AMENDING TITLE 1 OF THE RAWLINS MUNICIPAL CODE.
WHEREAS, Wyoming Statute §15-1-103(xli) permits municipalities to adopt ordinances necessary for the health, safety and welfare of the city or town; and
WHEREAS, the City of Rawlins and Carbon County have mutually agreed to withdraw the Memorandum of Understanding addressing concurrent zoning jurisdiction in the ½ mile buffer outside the corporal limits of the City of Rawlins.
NOW, THEREFORE, be it ordained by the governing body of the City of Rawlins, Carbon County, Wyoming, that portions of Title 1 of the Rawlins Code be amended following passage and publication hereinafter specified:

Section 1.09.010 Extending Jurisdiction of City of Rawlins Beyond Corporate Limits
Pursuant to the provisions of Wyoming Statute 15-3-202 the jurisdiction of the City of Rawlins is hereby extended beyond corporate limits as follows:
1. As to enforcement and regulation of ordinances relating to building permits and building code enforcement for new construction, except taxation, the jurisdiction of the City of Rawlins is hereby extended to all places within one half (1/2) mile of the corporate limits of the City.
2. Agricultural accessory buildings are excluded from code enforcement and building permits.
3. Title 8, (Health and Safety) of the Rawlins City Ordinances enforced in residential subdivisions that any portion of which is within one half (1/2) mile of the City limits of Rawlins or any residence that is located within seven hundred fifty (750) feet of City limits.
4. All City ordinances, including but not limited to law enforcement, fire protection and other services of the city fire department will be enforced in Section 9, Township 21 North Range 87 West of the 6th principal meridian and also any school property adjacent to city limits
5.Nothing herein is intended to require the City to assume jurisdiction for any purpose other than specifically described herein.
