Mayor Grauberger opened the public hearing at 7:30 P.M. and asked for public comments on the second reading of an ordinance mutually amending terms of a telecommunications franchise agreement with Fatbeam, LLC. No comments were received.
Procedural: B. Ordinance - Second Reading Granting a Public Utility Gas Franchise to Black Hills Energy (Amy L. Bach)
Mayor Grauberger asked for public comments on second reading of an ordinance granting a public utility gas franchise to Black Hills Energy. Norm Long with Black Hills Energy apologized for not attending the first reading of the ordinance. Mr. Long addressed an issue brought to him regarding the call center. He would need to know the date and time from the customer to research the complaint so that improved training can take place. Section 8 of the franchise addresses fees which includes a 25-year franchise. The question was presented what if the utility is sold within the 25-year franchise? Black Hills Energy is certified and regulated through the State of Wyoming FCC requiring the company to provide service to the community even if the company is sold.
Council Member Smith shared her concern about Black Hills Energy’s response time and an available technician to assist with gas leaks or whatever the customer may have at the time.
Procedural: C. Ordinance - Second Reading Vacating Parcels at Cherry & Mountain View (Amy L. Bach)
Mayor Grauberger asked for public comments on second reading of an ordinance vacating parcels at Cherry & Mountain View Streets, Rawlins, WY. No comments were made.
Procedural: D. Amendment - New City of Rawlins Zoning Map (Amy L. Bach)
Mayor Grauberger asked for public comments on a resolution amending the City of Rawlins Zoning Map. No comments were made.
There being no further comments, Mayor Grauberger closed the public hearing at 7:41 P.M.
3. Citizen’s Participation
Information: A. City of Rawlins Recycling Award (Scott Hannum)
Interim City Manager Scott Hannum read an award letter from the Wyoming Solid Waste and Recycling Association (WSWRA) acknowledging a nomination was received for the City of Rawlins’ Recycling Program and was awarded the “Government Program 5,001 - 10,000 Population” Recycling Award with an invitation for the Mayor and a member of the staff to attend the WSWRA’s annual conference in Casper, WY on August 22-25, 2016. Registration fees to the conference are free of charge as well as a complimentary one year membership to WSWRA.

Interim City Manager Scott Hannum presented information on this year’s National League of Cities conference in Pittsburg, PA, November 16 through November 19, 2016.
Interim City Manager Scott Hannum invited City Council to Music in the Park on August 4, 2016, for Employee Appreciation.
Chief Palmer invited City Council to National Night Out next Tuesday, August 9, 2016, from 5 to 9 P.M. at Rob Roy Park.

Information, Report: A. Pet Partners of Carbon County Update
City Clerk Marla Brown read the Pet Partners of Carbon County report noting $4,375.50 was spent in the first half of 2016 at the Rawlins Rochelle Animal Shelter for the Spay and Neuter program and on shots for dogs and cats. Pet Partners also spent $4,182 for their Spay/Neuter quarterly program assisting low income families. They were happy to report that in cooperation with the city and the Animal Control Officers the Rawlins Rochelle Animal Shelter has been a “No Kill” shelter for more than four years.

City Clerk Marla Brown advised City Council of an approved street closure on Fourth Street south of the alley to Cedar Street for the All School Reunion Street Dance on Friday, August 5, 2016, from 4 P.M. to 12:00 A.M.
