INVITATION TO BID
City of Rawlins Public Works Facility Water Line Extension
The City of Rawlins, Wyoming, a Wyoming Municipal Corporation, (OWNER) invites sealed bids for the Rawlins Public Works Facility Water Line Extension I project to include the following:
Installation of new water mains, connection of Public Works facilities to new water main, installation of two new fire hydrants, installation of backflow prevention for irrigation system, removal of one fire hydrant and water main, removal of meter and pit, and installation of irrigation system main line.
Bids shall be delivered to: City Clerk Marla K. Brown, at the City of Rawlins, 521 West Cedar Street – P.O. Box 953, Rawlins, WY 82301 on or before 2:00PM, September 1, 2016 at which time and place all bids will be publicly opened and read aloud. No faxed or electronically submitted (e-mailed) bids will be accepted.
Each bid shall be placed in a sealed envelope clearly marked on the outside with the words:
“Bid Rawlins Public Works Facility Water Line Extension”.
The bids must be accompanied by a Bid Bond or Cashiers Check in the amount of ten percent (10%) of the total bid. The successful bidder will be required to post performance and payment bonds, each in the amount of one hundred percent (100%) of the bid. The Contractor shall guarantee all materials and equipment furnished and work performed for a period of one year from the date of final acceptance. The Performance Bond shall remain in full force and in effect through the guarantee period.
The “Notice to Proceed” shall be issued within thirty (30) days of the execution of the Agreement by the Owner. If the Notice to Proceed is not issued within this period, this period may be extended by mutual agreement between the Owner and the Contractor. If the Notice to Proceed has not been issued within the thirty (30) day period or within any mutually acceptable extension thereof, the Contractor or the Owner may terminate the Agreement on written notice to the other party, and in such case, there shall be no liability under the Agreement or otherwise on the part of either party.”
A mandatory pre-bid conference and project showing will be held August 25, 2016 at 2:00 PM at the Rawlins Public Works Facilities (915 Third Street, Rawlins, WY 82301). Bids will not be accepted from contractors not in attendance.
The Project Manual and bid documents may be inspected at the offices of the Owner, (The City of Rawlins, 521 West Cedar Street, Rawlins, Wyoming). Copies of the Project Manual and bid documents may downloaded at www.goresengineers.com. Project Manual and bid documents may be obtained, for a fifty dollar ($50.00) non-refundable plan fee for each complete set, from the office of James Gores and Associates, Inc., 111 North Third East, Riverton, WY 82501, (307) 856-2444.
Bids may not be withdrawn for a period of sixty (60) days after opening. It is to be understood that the OWNER may reject any and all bids, make substitutions and waive any informalities and technicalities as will be in their best interest.
In accordance with Wyoming Statutes 16-6-101 et. seq., a preference will be given to materials, supplies, equipment, machinery and provisions produced, manufactured, supplied or grown in Wyoming, quality being equal to articles offered by the competitors outside of the State.
