The regular meeting of the Board of Carbon County Commissioners (BOCC) commenced Tuesday, August 23, 2016 at the Higher Education Building in Baggs, Wyoming. Attending the meeting were; Chairman John Espy; Vice Chairman John Johnson; Commissioners Lindy Glode, Leo Chapman and Sue Jones.
Chairman Espy called the meeting to order at 1:00 p.m.
ADDITIONS / CORRECTIONS
There were no additions or corrections to the agenda.
VOUCHERS
Commissioner Johnson moved to approve the report of expenditures in the amount of $291,989.60. Commissioner Chapman seconded and the motion carried unanimously.
Commissioner Johnson moved to approve a bill to Sunrise Sanitation for $65.00. Commissioner Glode seconded and the motion carried with all voting for the motion except Commissioner Jones who abstained due to a personal conflict.
Commissioner Johnson moved to approve a bill to Rawlins Automotive for $2,129.26, Shively Hardware for $91.06 and True Value of Rawlins for $1,188.44 for an aggregate total of bills paid today of $295,378.36. Commissioner Chapman seconded and the motion carried with all voting for the motion except Commissioner Glode who abstained due to personal conflicts.

CONSENT AGENDA
Commissioner Glode moved to approve the consent agenda. Commissioner Johnson seconded and Clerk Bartlett noted the consent agenda includes the August 2, 2016 regular meeting minutes; bonds for Michael J. Smith, Treasurer for the Jeffrey Center in the amount of $5,000.00, Daniel W. Izzo, City of Rawlins Treasurer in the amount of $250,000.00, Cheryl M. Jordan, Municipality Recreation Director for the Town of Sinclair in the amount of $5,000.00, and ratify a bond previously signed for Denise N. Pfeffer, Carbon County School District #1 Treasurer in the amount of $50,000.00; Clerk of District Court receipts for $2,651.50. The motion carried unanimously.

Fire Department
Commissioner Chapman moved to approve Resolution No. 2016-35 A Resolution Authorizing Submission of a Federal Mineral Royalty Grant Application to the State Loan and Investment Board on Behalf of the Governing Body for the County of Carbon, Wyoming for the Purpose of Constructing an Emergency Vehicle and Equipment Storage Building at the Carbon County Fire Department in Ryan Park, Wyoming. Commissioner Glode seconded and the motion passed unanimously.
Attorney
Commissioner Jones moved to authorize the Chairman’s signature on the Fiscal Year 2017 Contract for Services to Victims of Crime between the Office of the Attorney General, Division of Victim Services and Carbon County Sheriff’s Victim Witness in the amount of $91,033.00. Commissioner Johnson seconded and the motion passed unanimously
Commissioner Chapman moved to authorize the Chairman’s signature on the Contract between the State of Wyoming, Department of Family Services and Carbon County Board of County Commissioners through June 30, 2018 in the amount of $45,000.00 for the Community Juvenile Services Board. Commissioner Johnson seconded and the motion passed unanimously.
Commissioner Johnson moved to authorize the Chairman’s signature on the Lease Agreement between the Board of County Commissioners, Carbon County Public Health and Family Planning with an in-kind contribution of $2,520.00. Commissioner Jones seconded and the motion passed unanimously.
Clerk
Commissioner Jones moved to approve the Request for State Airport Aid in the amount of $5,495.00 for the Dixon Airport AWOS maintenance. Commissioner Glode seconded and the motion passed unanimously.
Commissioner Johnson moved to approve the contract with Community Builders Inc. to prepare a feasibility study for the Little Snake River Assisted Living Facility in the amount $23,228.00. Commissioner Chapman seconded and the motion passed unanimously.
Commissioner Glode moved to approve Resolution No. 2016-36, the request from the Town of Riverside to transfer BFY 15/16 countywide Consensus Funds to a New Project. Commissioner Chapman seconded and the motion passed unanimously.
CITIZEN/COMMISSIONERS DISCUSSION
Commissioner Jones moved to authorize the Chairman to sign comments on the Snowy Range Travel Management plan once reviewed by the board. Commissioner Johnson seconded and the motion carried unanimously.
EXECUTIVE SESSION
Commissioner Johnson moved to go into executive session at 3:44 p.m. with Clerk Bartlett, Ashley Mayfield Davis and a county employee to discuss personnel and potential litigation. Commissioner Chapman seconded and the motion carried unanimously.
Commissioner Johnson moved to come out of executive session at 4:13 p.m. noting no action was taken and that the minutes be signed and sealed. Commissioner Chapman seconded and the motion carried unanimously.
ADJOURNMENT
Commissioner Johnson moved to adjourn the meeting at 4:13 p.m. Commissioner Jones seconded and the motion carried unanimously.
