RAWLINS — It seemed as if it were just a normal meeting of the Rawlins City Council on Tuesday night, the first one of 2020.

Everything went off without a hitch, including the council approving the audit report from the 2018-19 fiscal year. However, it was reported that there was at least one material weakness and two significant deficiencies found in the report, which was prepared and presented by Laramie-based firm Anton Collins Mitchell, LLP.
